The American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) is the only professional society, to my knowledge, that funds research. With an annual budget of almost $3 million and over 60 technical committees, the Society initiates and supports a wide range of energy and buildings related research.
The US Department of Energy Office of Energy Efficiency and Renewable Energy (DOE EERE) funds research on a broad range of topics related to building energy efficiency. Sadly, the entire EERE office only receives about 5% of the DOE budget.
The Electric Power Research Institute (EPRI) had an active research program on commercial building HVAC demand through the 1990s.
